Esten & Wetherby Street Water Project Update

With water lines this old—some over 100 years—it’s no surprise that unexpected issues come up during construction. The Department of Watershed Management (DWM) is actively working on Esten Street and has been in regular contact with Councilmember Bakhtiari, who continues to advocate for progress and accountability on behalf of District 5.

This project is part of a major effort to replace extremely old infrastructure—dating back to 1916—that has caused repeated problems for residents. While challenges have arisen throughout Phase I and more may come in the future, the work is moving forward. DWM may bring in additional resources to support Phase II to ensure the job gets done.

Construction Project Report

Project Name: Esten Waterline Project – Phase I
Location: on Esten Street between Manigault and Wylie Street
Date: September 12, 2025 

Project Description

The project involves replacing the 1916 wrought iron pipe with a 6-inch ductile iron pipe due to multiple recurring leaks and structural deterioration.

Phase I – Esten Waterline Project

Work Completed

  • Installed approximately 500 feet of 6-inch ductile iron pipe

  • Installed 12 water services

  • Installed 1 tee connection

  • Installed 2 – 45° bends

  • Installed 3 valves

  • Installed 1 new fire hydrant

Progress as of 9/12/2025

  • Pressure test – Complete

  • Chlorination test – Complete

  • Water services connected: 7 of 12 completed

Next Steps

  • Remaining service connections to be completed by 9/17/2025.

  • Once the contractor receives the Purchase Order (PO), mobilization will occur within 2 days.

  • Restoration activities (paving, landscaping, cleanup) are expected to take approximately 7 days, weather permitting.

Phase II – Weatherby Waterline Project

Project Description

The project will continue with installation of additional water infrastructure to improve reliability in the Weatherby service area.

Planned Work

  • Install approximately 500 feet of 6-inch ductile iron pipe

  • Install 13 water services

  • Install 1 tee connection

  • Install 2 – 45° bends

  • Install 3 valves

  • Install 1 new fire hydrant

Schedule

  • Phase II will be scheduled at a later date.

  • The community will be notified prior to work beginning to ensure minimal disruption.

Just know we are not going to stop until the job is done, we just facing a lot of water related problems here, we are on the path to move Atlanta forward.
